Objectives
Participants will learn the basics of digital administration in the context of German constitutional and administrative law and develop an understanding of the legal, political, technical and economic challenges of public administration in the digital transformation.
Description
The public administration is still struggling with the digital transformation. There have been regulations on electronic administrative procedures for 16 years and an e-government law for 6 years. But a real modernization of administration is far more than just generating and sending a PDF form. The lecture deals with the legal, political, technical, economic and ethical aspects of a digital administration.
Prerequisites
Participants should have attended the lectures "Fundamentals of Law".
Teaching and learning methods
Lecture with interactive elements and smaller homework.
Examination
At the end of the semester, an exam (90 minutes processing time) is offered.
