The Professorship of Public Policy for the Green Transition (PPGT) focuses on designing and evaluating policies for the green transition worldwide. The group uses a variety of methods from automated data analyses (e.g. via machine learning) to qualitative analyses (e.g. via interviews) to support ambitious policies for climate and energy transitions.

The group is active in three research areas: Finance, innovation and policy design and collaborates closely with the TUM Think Tank via the Transformation Finance Lab, led by Prof. Egli.

Research highlights

Windfall profits from oil and gas could cover climate payments
We calculated oil and gas superprofits, that is profits beyond what financial analysts expected, for the first time comprehensively. Oil and gas companies made $490bn superprofits in 2022 alone. $208bn went to companies controlled by governments, $281bn to privately owned companies.

Estimating global bilateral climate finance flows
Using machine learning we classify 2.7 million documents to identify 82,023 bilateral climate finance projects (US$80 billion) from 2000 to 2019.

Electrification supply curve for Africa
Solar-powered mini-grids and standalone systems drastically lower the cost of electrifying remote and high-cost areas, particularly for lower tiers of electrification.

Political economy of fossil fuel phase out
Our analysis of the electoral response to coal mining job losses in US presidential elections shows that fossil fuel phase-outs can result in voter backlash.
